The Chattanooga Housing Authority (CHA) seeks a qualified individual for the full-time position of Maintenance Technician.

Position Description

The Maintenance Technician position performs duties that maintain the physical condition and appearance of the assigned affordable housing site(s), and prepares vacated apartments for re-leasing. The Maintenance Technician often has extensive client contact and interaction, and must deliver superior customer service on any assigned work orders while patiently explaining, if needed, the relevant CHA policies and procedures regarding maintenance activities. Property condition standards and regulatory safety requirements are often detailed and specific, and so the Maintenance Technician must carry out their duties with care and attention. The Maintenance Technician position is required to be on call 24-hours, according to the schedule established by the Maintenance Services Manager. The Maintenance Technician may specialize in one or more aspects of site maintenance as described below; however, as workload dictates may be required to perform all duties associated with Maintenance Technicians on a regular basis. To the extent possible, assures performance norms for assigned duties are met or exceeded. When thresholds cannot be met, strategies will be developed that will progress toward meeting the performance thresholds.

Essential Duties and Responsibilities

  1. Maintains clean, orderly, and safe shop, equipment storage, and supply inventory areas. Maintains shop tools and equipment to recommended standards to assure equipment safety and longevity.
  2. Maintains the cleanliness, safety, and appearance of CHA site grounds and facilities; undertakes other janitorial responsibilities on site, as assigned.
  3. Maintains the functionality, safety, and appearance of buildings, systems, and dwelling units; diagnoses and performs minor and routine maintenance and repairs utilizing good workmanship and sound maintenance practices.
  4. Performs preventative maintenance activities as directed by Maintenance Services Manager.
  5. Completes work order requests within time frames required by CHA policy or as agreed upon with Maintenance Services Manager, using good workmanship and sound maintenance practices to assure resident safety.
  6. Inspects vacated apartments and completes make-ready assessments. Informs Maintenance Services Manager of needed services and repairs.
    According to make-ready assessments, restores apartments to vacant-ready status through preventative and restorative maintenance, cleaning, painting, and debris removal.
  7. Maintains accurate records on work performed, time elapsed, supplies used, whether work order cost to be billed to resident or CHA; provides all information to Maintenance Services Manager in a timely fashion as required.
  8. Performs effective and timely emergency maintenance (after hours) as required.
  9. Performs all work according to the OSHA and health and safety standards of CHA. Reports all potential safety issues to the Maintenance Services Manager.
  10. Exhibits and encourages behaviors that uphold CHAs core values.
  11. Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes recommendations to the Executive Director.
  12. Establishes and maintains effective working relationships with the CHA Board, employees, residents, participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works harmoniously with community stakeholders.
  13. Attends and/or participates in various meetings related to the CHA as required.
  14. Reports consistently to assigned work location(s) in accordance with established work schedule. Must be reliable.
  15. Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a timely, efficient, and appropriate manner.
  16. Handles confidential matters with discretion.
  17. Performs other duties as directed.

Required Knowledge, Skills and Abilities

  1. Basic command of English, spelling, punctuation; ability to understand, follow, and present instructions and ideas, both orally and in writing.
  2. Ability to make basic arithmetic computations.
  3. Knowledge of and skills in the site management, operations, and procedures an affordable housing development, as they relate to the maintenance function.
  4. Knowledge of equipment and tools applicable to multi-family housing maintenance and repair, cleaning, and painting.
  5. Knowledge of custodial functions and appropriate use of cleaners, solvents, and chemicals applicable to multi-family housing maintenance and repair.
  6. Knowledge of and skill in operating equipment used in property maintenance, cleaning, repair and painting; optimally including specialized knowledge such as plumbing, electrical, carpentry, HVAC, painting and/or appliances.
  7. Knowledge of affordable housing property condition standards, such as Uniform Physical Conditions Standards (UPCS) and Housing Quality Standards (HQS).
  8. Knowledge of OSHA and safety rules and procedures.
  9. Ability to work productively in less than ideal conditions, e.g. noise, high traffic areas, etc.

Minimum Education, Training, and/or Experience

  1. High school diploma or equivalent and one to two years related experience. Relevant trade school certification is desirable.
  2. Any equivalent combination of education, training, and experience, which, in the sole determination of the CHA, provides the required knowledge and abilities, may be considered sufficient.

Physical/Mental Requirements

  1. Level of manual dexterity and strength sufficient to allow for operation of hand and power tools on a repeated basis throughout the workday.
  2. Ability to drive, stand, walk, stoop, kneel, crouch, or crawl in awkward positions on a repeated basis throughout the workday and on weekends and at night/early mornings when on-call.
  3. Ability to move, handle, or lift up to 65 pounds.
  4. Ability to work in wet, damp, hot, cold, confined, or dusty places.
  5. Ability to climb ladders or enters crawl spaces in order to gain access to work areas.
  6. Level of stamina sufficient to perform the above activities continuously and vigorously for 7.5 hour work shifts (including provided work breaks) over a 37.5 hour work week.

Special Requirements

  1. Must possess a valid drivers license and be insurable under CHAs automobile insurance.
  2. Criminal background checks and drug screening will be performed on all applicants.
  3. Required to be on call 24-hours, according to the schedule established by the Maintenance Services Manager and/or if needed for emergencies; this may result in overtime hours.
  4. Must provide own basic tools (see Minimum Required Hand Tools" list).
