Job Description and Duties

Under general direction provided by the Organizational Change Management (OCM) Training and Communications Program Chief (Supervisor II) the Training Manager assists in the design and delivery of training services and serves as the training leader and a core member of the CSPS Project team. The CSPS Project will deliver a modern solution for Human Capital Management (HCM) including core HR functionality (position control, personnel administration, benefits administration, time management, and travel advance and expense management) and payroll with employee self-service and streamlined business processes using innovative technology solutions. The CSPS Training Manager leads the completion of all training activities related to the CSPS Project and functions as a Subject Matter Expert (SME) in learning and development and training. In collaboration with project and vendor teams and department-level training coordinators/teams (DARTs), ensures the quality of training activities, timeliness and communication through all phases of the project. The Training Manager performs complex training analysis and evaluates the success of training activities for the duration of the project. The mission of the Organizational Change Management (OCM) team is: CSPS OCM supports and guides Department Agency Readiness Teams (DART) to champion adoption of a modern payroll and personnel system through proactive communication and training. We do this, in part, by consistently demonstrating the values of clarity, credibility, communication, consistency, collaboration and customer care.

The Training Manager provides oversight of the training team and collaborates on the development and execution of the training plan, objectives for the CSPS Project. The Training Manager is responsible for determining the methodologies and requirements needed to deliver relevant and quality training and for developing and maintaining relationships with key business partners needed to support critical training activities.

Duties Performed:

  • Recruit, manage, develop, and monitor the performance of the training staff. The incumbent will oversee the training team’s work and all training activities including development of the curriculum, success metrics, design and development of training content, training schedule, training delivery, and assessment of training results. Ensure training staff are properly trained in appropriate methodologies to perform their critical role as trainers, instructional designers and are supported and have the tools and information they need to ensure department personnel are capable of performing work in the future state solution. The incumbent will be responsible, with minimal guidance, for overseeing the design, development, testing, documentation, and maintenance of all training activities to meet the needs of the CSPS Project and its stakeholders.
  • Perform the most complex training and learning and development analyses to identify and evaluate training needs and knowledge gaps as related to the CSPS Project’s people readiness and solution implementation. As an expert in the ADDIE model the incumbent will identify, recommend, and implement training activities to address training needs and knowledge gaps by leading training needs assessment workshops with leadership and staff; conduct surveys, interviews, and focus groups to accomplish the aforementioned task. Oversee the development, maintenance, publishing, and distribution of training materials, publications, and presentations in support of training. Oversee the implementation and maintenance of the CSPS Training Plans. Oversee the usage and management of the chosen Learning Management System, updating and/or creating training procedures and policies, and ensuring the validity of training content and identifying and implementing relevant solutions for improving CSPS training outcomes.
  • Serve as an expert responsible for developing, facilitating, and supervising training programs for end users of the solution. Serve as an internal training consultant when engaging with the Systems Integrator, Business Process Owners (BPOs), Process Advisory Committees (PACs), DART Teams, SMEs, and Trainers. Coach and guide the training staff in identifying topics and developing training materials.
  • Develop rapport with key organizational peers and build mutual understanding of functional interdependencies; consistently demonstrates SCO’s core values; adhere to project governance. Represent CSPS training with various functional and technical focus groups and task forces comprised of departmental, control agency and labor union representatives, to facilitate user understanding and operation of the future state solution.
  • Support SCO and CSPS by performing other duties in support of efforts to facilitate the transition between legacy and CSPS solutions within the scope of the Supervisor I job specifications.

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99. 

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.
